Location of the Harbour

The Harbour is located in the North Bank of Dhamara River in the revenue village Dhamara, Dist. Bhadrak. It is 20’-52”(N) latitude and 87’-04’’ longitudeI 7 K.M. from the point where the Dhamara River meets with the Bay of Bengal.

Land Status

M.S. Plot No. 340, 343 and 345 (P) in Khata No. 148 covering an area of Ac 40.90 of Village Dakshina Dhamara, P.S: Bansada – 131 as per Sabak ROR, now in the name of Forest Department, Kissam- Patara Jungle.

History of Harbour

An UNDP assisted and FAO executed Project (1971-74) commissioned in March’ 1978 with a cost of 103.80 lakhs constructed by Irrigation Department and handed over to Chief Construction Engineer, Gopalpur Port Project, under Commerce & Transport (Commerce) Department during 1980 for collection of users fees. Subsequently Stage-II was constructed and handed over on 14. 07. 2008 and Stage-I on 01.12.2009 to Management Society, Dhamara Fishing Harbour, Dhamara under control of Commissioner-cum-Secretary to Govt., Fisheries & A.R.D. Department, Govt. of Odisha.

Thus presently the Harbour is unified and under Management Society, Dhamara Fishing Harbour, Dhamara.

Management Society, Dhamara

It is an autonomous Society organized for management of unified Dhamara Fishing Harbour, registered under 1860 Society Registration Act, bearing Registration No. 1953/01/BDK/08.

The Management Society has got a Governing Body headed by Secretary, Fisheries & A.R.D. Department, Govt. of Odisha as Chairman. It has an Executive Committee headed by Sub-Collector, Bhadrak as Chairman. It has a General Body where all members of Governing Body, Executive Committee and stakeholders are members.

AIM OF THE MANAGEMENT SOCIETY
  • To manage and maintain the Fishing Harbour for all-weather use of fishing vessels and post-harvest activities by stakeholders.
  • To provide convenient landing facilities to the fishing crafts.
  • To facilitate berthing, landing of catches, auctioning, bunking, repairing, etc.
  • To provide hygienic conditions for the processing and handling of fish to meet international standards.
  • To maintain hygiene as per international standards in handling marine catches.
  • To create awareness among stakeholders to maintain cleanliness and personal hygiene while handling fish.
  • To train stakeholders on preserving fish on deck during transportation and packing to fetch better prices.
  • To collect user fees from harbour activities for operation and maintenance.
  • To manage the fishing harbour with all available infrastructure and provide facilities to users.

Development and creation of infrastructures is being done by the Office of the Executive Engineer, Fishery Engineering Division, Matsya Sadan, Laxmi Sagar, Bhubaneswar.

QUALITY OF CATCH

Mostly segregated on board, well preserved with ice in crates. All the vessels have modified fish hold to accommodate crates. Fish reaches the Harbour in fresh & good condition.

HANDLING OF FISH & MAINTENANCE OF HYGIENE AT HARBOUR
(SOME DO’S & DON’ TS)
  • Vehicles emitting exhaust fumes should not be permitted inside or close to the Landing Area / Auction Hall.
  • Vehicles should be taken out of the harbour premises immediately on completion of loading to prevent dripping from the vehicle causing stagnation of water in the harbour premises.
  • Fishing boats registered with the State Government / MPEDA and having registration numbers allotted by the Port Authority only shall be entitled to enter the Fishing Harbour.
  • During unloading and loading of the catch, contamination of fishery products with extraneous matter should be strictly avoided.
  • Clean containers / baskets / receptacles made of plastic and easy to clean should only be used for handling the catch onboard and in the harbour.
  • Shovels made of non-corrosive materials should only be used and should not cause any damage to the fish / catch.
  • Use of bamboo baskets is strictly prohibited inside the harbour premises.
  • Fishing vessels should maintain the required standards of hygiene and sanitation.
  • Crates used for carrying the catch should be clean and properly sanitized.
  • Non-biodegradable waste from fishing vessels and vehicles should not be discarded inside the Fishing Harbour or in the river, and must be dumped in the designated dump yard and disposed of through the Effluent Treatment Plant (E.T.P.).
CONCLUSION

Most of the people i.e. more than 15,000 Poor Fishers of Dhamara and adjacent villages depend on fishing and its allied activities to make their livelihood. This Harbour provides facilities to them. The fish caught is exported to different parts of the country and also inside the state. The quality of the fish is being maintained, for which there is demand of fish landing in this Harbour.

The standard of the Harbour has increased with the co-operation of Maa Dhamarai Fisherman Association members and local Fisherman. However, steps are being taken to improve this Harbour to International standard.

The Governing Body of the Society is headed by the Commissioner-cum-Secretary to Government of Odisha, Fisheries & A.R.D. Department.

Facilities Available in the Fishing Harbour
  • Situated 3 K.Ms away from the river mouth enabling smooth sail of trawlers.
  • Quality of fish is maintained to international standard by proper handling, processing, packing, icing, etc.
  • Two jetties having 200 mtrs. length each, providing better facilities for landing and stacking of trawlers / vessels / boats, etc.
  • Repair of trawlers and vessels in the repair track and dry docking for 24 trawlers at a stretch.
  • Supply of fresh water round the clock to the trawlers before going for fishing and to the harbour users.
  • Diesel outlet on the jetty for fuel supply.
  • 12 Nos. of Ice plants in the vicinity of Dhamara for supply of quality ice round the clock.
  • Storage facilities available for trawler owners.
  • Net mending yard for quick repair of nets.
  • Rest house facility provided to vessel crews on rent.
  • Market complex has been constructed to facilitate business required by the jetty users.
  • Pre-Processing Plant handed over to Sea Food Exporter & Marine Fishermen.
  • Further facilities to the entrepreneurs and exporters for storage, shorting, grading and icing are provided.
  • Facilities like Chitin Plant and Cold Storage are in the pipeline for construction.
