DHAMARA FISHING HARBOUR
LOCATION OF THE HARBOUR

The Harbour is located in the North Bank of Dhamara River in the revenue village Dhamara, Dist. Bhadrak. It is 20'-52"(N) latitude and 87'-04" longitude(E) 7 K.M. from the point where the Dhamara River meets with the Bay of Bengal.

LAND STATUS

M.S. Plot No. 340, 343 and 345 (P) in Khata No. 148 covering an area of Ac 40.90 of Village Dakshina Dhamara, P.S: Bansada - 131 as per Sabak ROR, now in the name of Forest Department, Kissam- Patara Jungle.

HISTORY OF HARBOUR

An UNDP assisted and FAO executed Project (1971-74) commissioned in March' 1978 with a cost of 103.80 lakhs constructed by Irrigation Department and handed over to Chief Construction Engineer, Gopalpur Port Project, under Commerce & Transport (Commerce) Department during 1980 for collection of users fees. Subsequently Stage-II was constructed and handed over on 14. 07. 2008 and Stage-I on 01.12.2009 to Management Society, Dhamara Fishing Harbour, Dhamara under control of Commissioner-cum-Secretary to Govt., Fisheries & A.R.D. Department, Govt. of Odisha.

Thus presently the Harbour is unified and under Management Society, Dhamara Fishing Harbour, Dhamara.

MANAGEMENT SOCIETY, DHAMARA

It is an autonomous Society organized for management of unified Dhamara Fishing Harbour, registered under 1860 Society Registration Act, bearing Registration No. 1953/01/BDK/08.

The Management Society has got a Governing body headed by Secretary, Fisheries & A.R.D Department, Govt. of Odisha as Chairman. It has an executive Committee headed by Sub-Collector, Bhadrak as Chairman. It has got General body where all members of Governing body, Executive Committee and stake holder are members.

AIM OF THE MANAGEMENT SOCIETY :-
  • 1.To manage and maintain the Fishing Harbour for all weather use of fishing vessels and post-harvest activities by stake holders.
  • 2.To provide convenient landing facilities to the fishing crafts.
  • 3.To facilitate berthing, landing of catches, auctioning bunking, repairing etc.
  • 4.To provide hygienic conditions for the processing, handling of fish to meet international standards.
  • 5.To maintain hygiene as per the norms of international standard in handling of marine catches.
  • 6.To create awareness among stake holders to be clean and maintain self-hygiene while handling fish.
  • 7.To train stake holders how to preserve fish in deck during transportation and packing to fetch good price.
  • 8.To collect users fees from harbor activities for its operation and maintenance.
  • 9.To manage fishing harbor with all available infrastructure and provide facilities to the users.

Development and creation of Infrastructures is being done by the Office of the Executive Engineer, Fishery Engineering Division, Matshya Sadan, Laxmi Sagar, Bhubaneswar.

QUALITY OF CATCH

Mostly segregated on board, well preserved with ice in crates. All the vessels have modified fish hold to accommodate crates. Fish reaches the Harbour in fresh & good condition.

HANDLING OF FISH & MAINTENANCE OF HYGIENE AT HARBOUR (SOME DO'S & DON' TS)

1. Vehicles emitting exhaust fumes should not be permitted inside or closure to landing area/ auction hall.

2. Vehicles should be taken out of the harbour premises immediately on completion of loading to prevent dripping from the vehicle causing stagnation of water in the harbour premises.

3. Fishing boats registered with the State Government/ MPEDA and with the registration number allotted by the Port Authority only will be entitled to enter in to the fishing harbour.

4. During unloading and loading of the catch, contamination of fishery products with extraneous matter is to be avoided.

5. Clean containers / baskets / receptacles made of plastic & which are easy to clean only can be used for handling the catch onboard and in the harbour.

6. Use of shovels made of non-corrosive materials should only be used and should not cause any damage to the fish / catch.

7. Use of bamboo baskets are strictly prohibited inside the harbour premises.

8. The fishing vessels should maintain the required standard of hygiene and sanitation.

9. Crates used for carrying the catch should be clean and sanitized.

10. Non-biodegradable waste from fishing vessels and vehicles should not be discarded inside the fishing harbour and in the river but to be dump in the dump yard.

CONCLUSION

Most of the people i.e. 15,000 above Fishers of Dhamara and adjacent villages depend on fishing and its allied activities to make their livelihood. This Harbour provides facilities to them. The fish caught is exported to different parts of country and also inside the state. The quality of the fish is being maintained, for which there is demand of fish landing in this Harbour. The standard of the Harbour has increased due to the co-operation of Maa Dhamarai Fisherman Association members and local Fisherman. However, steps are being taken to improve this Harbour to International standard.

An autonomous Society organized for management of Dhamara Fishing Harbour.

The Governing Body of the Society is headed by the Commissioner-cum- Secretary to Govt. of Odisha, Fisheries and ARD. Department.

Facilities available in the Fishing Harbour.
  • Situated 3 K.Ms away from the river mouth enabling smooth sail of trawlers.
  • Quality of fish is maintained to international standard by proper handling, processing, packing, icing etc.
  • Two jetties having 200 mtrs. length each. Providing better facilities for landing and stacking of trawlers/vessels/boats etc.
  • Repair of trawlers and vessels in the repair track and dry docking for 24 trawlers at a stretch.
  • Supply of fresh water round the 'clock' to the trawlers before going for fishing and to the harbour users.
  • Diesel outlet on the jetty for fuel supply.
  • 12 Nos. of Ice plants in the vicinity of Dhamara for supply of quality Ice round the clock.
  • Storage facilities available for trawler owners.
  • Net mending yard for quick repair of nets.
  • Rest house facility provided to vessel crews on rent.
  • Market complex has been constructed to facilitate business require by the jetty users.
  • Pre-Processing Plant handed over to Sea Food Exporter.
  • Further facilities to the entrepreneurs and exporters for storage, shorting, grading and icing are provided.
  • Facilities like Chitin Plant and Cold storage are in the pipe line for construction.

CODE OF CONDUCT FOR PERSONNEL AT FISHING HARBOUR / FISH LANDING CENTRE
HACCAP MANNUAL

Entry to FH

1. Person entering the FH should have a proper identity card issued by the Fishing Harbour Management Society.

2. No person or Vehicle should enter the harbour premises without a valid entry pass issued by the Management Society.

3. No person should be permitted to be inside the harbour area, during odd hours and when there is no landing activity.

4. Entry of two wheelers into the harbour is restricted only to the workers, authorized personnel and vehicles should be perked in the designated area only.

5. Entry of auto rickshaw is strictly prohibited.

6. The vehicles drivers are also liable to take entry pass.

Crew of Conveyance

7. Vehicles emitting exhaust fumes should not be permitted inside or closer to landing area / auction hall.

8. Vehicles should be taken out of the harbour premises immediately on completion of loading to prevent dripping from the vehicle causing stagnation of water in the harbor premises.

9. The crew of vehicles at the harbor premises should at all times comply with the instruction of the competent authority.

10. Vehicles should be parked at the designated area only.

11. No vehicle should enter beyond the permissible area in the harbor premises.

12. Washing / cleaning and repair of vehicles inside the harbor premises is strictly prohibited.

Personnel Hygiene

13. Personnel handling catch inside the harbour premises should observe utmost personal hygiene.

14. No person with contagious diseases / open wounds should be permitted to enter inside the FH.

15. Chewing / eating / spitting / smoking inside the FH is strictly prohibited.

16. Workers at duty should have to wear their uniform. (Different coloured uniforms to different category of workers viz. loading and unloading, packing, sanitation workers etc.)

17. No person should loiter inside the harbour.

18. No person should dispose of garbage, sewage or waste at the harbour, except in a place earmarked by the competent authority.

19. No person should subject any fish to gutting, cutting, peeling, cleaning or any processing anywhere inside the harbour area.

20. No person should sale fish at retail anywhere inside the harbor area.

21. Bathing and toilet requirements are to be carried out only at the places marked by paying the prescribed fee.

Crew of Fishing Vessels :

22. No vessels should be berthed in the landing area of the harbor for any other purpose other than unloading the catch and loading of ice, water and other consumables without an authorization from the Fisheries Harbour Management Society.

23. Fishing boats registered with the State Government / MPEDA and with a registration number allotted by the port Authority only will be entitled to enter into the FH. The registration numbers so allotted should be prominently displayed on the starboard and port sides of the fishing vessel.

24. Loading and landing operation should proceed rapidly.

25. During unloading and loading of the catch, contamination of fishery products with extraneous matter is to be avoided.

26. Fishery products coming to Fishing Harbour for sale for export purpose should be placed only on the raised platform for display / auctioning and handled in crates with sufficient ice. At no point of time the fishery products should come in contact with the floor.

27. Clean containers / baskets / receptacles made of plastic & which are easy to clean only can be used for handling the catch onboard and in the harbour.

28. Use of shovels, if any, in the fishing vessel should not cause any damage to the fish / catch.

29. Every care should be taken to prevent contamination of catch with fuel and lubricants from the fishing vessel or otherwise.

30. Harbour water should not be used for washing the fish or deck.

31. The Fishing Vessel should maintain the required standards of hygiene and sanitation.

32. The fishing vessels should have records of the fishing trip showing duration of voyage, number of hauls, fish caught & landed. This record should be retained for a period of 2 years.

Personnel participating in Sale / Auctioning of Fish :

33. The catch meant for export processing, which is unloaded from the fishing vessel should not be placed in any place other than specified Auction Hall.

34. Auction platform, auction hall or any place within the harbour should not be used as a storage space for fishery products.

35. After auctioning fishery products should be removed from the auction hall without delay.

36. Every auctioneer should have to maintain a traceability record for every lot they subject for auctioning. These records should have the details of item, name and details of fishing vessel, time of auction, quantity, details of bidder etc. & this record must be retained for a period of 2 years.

Fish Handlers :

37. Handling of fishery products is to be made in such a way as to preclude contamination / damage / spoilage to the fish during unloading, auctioning, loading etc.

38. Use of Shovels made of non-corrosive material should only be allowed.

39. Ice made of portable water and brought from plants approved by the competent authority should only be brought inside the harbour.

40. Block ice made of poor quality water or coloured ice blocks should not be permitted / used in the harbour.

41. Ice should be handled in such a way that it does not come into contact with floor or floor splash.

42. Storing and dragging of ice on floor is strictly prohibited inside the FH / LC.

43. Ice should be crushed only through ice crushers made of non-corrosive material.

44. Crushed ice from the licensed / approved Ice crushing machines should be collected in receptacles made of plastic or any other corrosion resistant material.

45. Crates used for carrying the catch should be clean and sanitized.

46. Use of bamboo baskets are strictly prohibited inside the harbour premises.

47. Plastic sheets below 30 microns are also not permitted to use inside the harbour premises.

48. Empty crates used for handling fishery products should not be stored in the harbour premises.

49. Washing / cleaning of crates should not be done in the areas where fishes are handled.

50. Washing / cleaning / sanitizing of crates should be done only at the designated areas.

Repairing of fishing Net :

51. Mending of nets is allowed only in the area ear marked for the purpose.

Repairing of Fishing Vessels :

52. Repair of Fishing vessels at FH are allowed at designated berths only with prior permission and on payment of requisite berth hire charges fixed for the purpose.

Non- Biodegradable Waste :

53. Non- Biodegradable waste from fishing vessels and vehicles should not be discarded inside the FH premises.
